1. The meeting was called to order at 7:10 pm. A quorum was noted. Officers and Guest were introduced.
2. August 11 Minutes were received and it was MSP to accept them as written.

Second Readings:
A. CF_27 (150/150 Area G) Second Reading Review for 147/147 Area Rating: Active boats: Midnight Express 57991 Nemesis, 67158
Discussion by skippers and board included review of data summary sheets, comments on observed performance, and the lack of dominance by CF27's in local championship level events, and in events in the Newport/Long Beach area when racing with a 156/156 rating. A 2nd Reading motion was made and seconded for a 147/147 (-9/-9) area rating for Area G. Motion did not pass, and no other motions were made, therefore the CF27 remains at 150/150 (-6/-6) in Area-G
First Reading Reviews:
A. Reliance, S/N 87178 N/M41 60p/60p; Skipper: Jim Eschwege. Reviewed Rating Review Request
Form information, graph data submitted, and Race Results Data sheet. Discussion points included:
Provisional rating status, race results data, technical data, observed performance in past races, and comparisons to other IOR Boats; in past races. No motions were made to change rating, request tabled.
B. Hunter 28.5 180/180 (area -12/-12) Request for rating review by: Mike Dore, skipper of DECOY, s/n 97661. RLC Rating review requested to adjust the RLC rating from -12 to -6 in Area G. Data submitted included summary of RLC races including 97 So Cal Champs racing @ 192 RLC. After review of race results data, a 1st Reading motion was made, seconded, and passed to adjust Hunter 28.5 RLC rating from 180 (-12) to 186 (-6) in Area G.
Other Actions:
A. Follow-up on J-92 (Speedy Gonzolas s/n 46092) Asymmetrical Spinnakers
Summary: Reviewed new certificate issued with corrected Asymmetrical spinnaker dimensions listed. Noted the PHRF Certificates still do not compute proper Sq. Footage Area properly for Pole Boats. The Sq. Footage listed on the certificate appears to be for a standard Spinnaker Boat. No other handicap action was taken on Speedy Gonzolas for current asymmetrical spinnakers.
B. Review Provisional Rating list of SD area boats for possible change to Buoy/RLC ratings: No action taken, to be reviewed at October 97 meeting.
C. Review spread sheet with win percentages for 1st, 2nd, & 3rd wins for 1996 Class High Point Standing qualifiers and winners. No action taken, possible further review at October 97 meeting.
D. Reviewed "standings" and racing at the 97 SoCal. PHRF Championship Regatta @ BYC. It was noted that Tabasco, N/M 39, s/n 28881 was scored with a 21, not the 24 rating voted on at the Area-G July 1997 Board Meeting, and that the actual race results for the individual races were still unavailable as of 9/8/97.

Motion to buy new Laser Cartridge for printer for about $160+or-. MSP
8. Fleet Measurer/Scorer- A. Boats up for automatic review

B. Will be using Low Point Scoring method for High Point Events for next year.
C. Area G Champoinships will be sending out Notice of Race on Oct 1. Will have bouy races for non-Spinnaker boats. Sept 25 will be the closing date for certificates for this race.

12. Mike McGinty reported that the PHRF San Diego web site is up and functioning.. Address is http://www.phrfsandiego.org
Scoring program is nearly finished and will be ready for testing in some of the next few races.
13. Bud Stratton reported that he is returning his So. Cal Championships trophy and will send a letter to Regional PHRF as explanation.
14. New Committe to be formed to look at proposed class breaks for next years High Point Events. Committee is Dave Babcock, Buzz Remde, John Wylie, Chris Guild.
15. Motion to do nothing about past High Point Races regarding Speedy Gonzales. MSP
